Brad Cunnington

Brad commenced town planning with the City of Unley in Adelaide’s inner metropolitan area in 2004, holding the position of Senior Urban Planner at the end of his tenure. In his role at Unley, Brad acted as a skilled facilitator and negotiator ensuring an appropriate balance of infill development, whilst retaining existing positive aspects of inner suburban areas.

After a shift to consulting in 2007, in early 2009 Brad relocated to the Northern Territory to manage the expansion of an Adelaide-based consultancy. Tasked with establishing a client base, Brad was appointed as Manager and subsequently established a strong name among numerous public and private sector clients throughout the Northern Territory.

Since moving to Darwin Brad has established himself as a respected and successful planning consultant, with a significant client base across a range of projects. Areas of expertise include complex development approval matters, urban and rural policy, design and statutory planning, remote area and aboriginal community planning, large commercial and residential land division design projects, demographic analysis and social impact assessment, and the preparation of integrated master plans.

In 2013 Brad commenced Northern Planning Consultants, continuing the provision of high quality planning advice to Northern Territory clients in the Top End, Barkly Region and Central Australia.

Brad’s experience is wide ranging and includes the facilitation and assessment of varied and complex development matters, design and approval management, the preparation of planning and social infrastructure strategies, undertaking and preparing studies, planning policy and Planning Scheme amendments.

Brad consults to public and private sector clients on a range of projects, including urban; suburban residential development matters, commercial, industrial and retail development, rural development and subdivision, tourist accommodation facilities and manufacturing. Brad has had experience in the preparation and facilitation of matters through the Lands, Planning and Mining Tribunal, the Northern Territory Supreme Court and the Northern Territory Civil and Administrative Tribunal, including representation, mediation and expert evidence.

Gerard Rosse

Gerard Rosse is award-winning consultant who has built his reputation as a client-focused, innovative and multi-skilled professional, delivering town planning services across the Northern Territory Development sector.

Gerard combines a unique blend of Private Industry Development expertise and Government policy understanding to deliver a wide range of services that focus on Town Planning, Development and Policy in the Northern Territory.

Gerard approaches commissions with a comprehensive project analysis to unlock opportunities, fast track approvals and deliver quality outcomes clients. He takes pride in providing industry leading customer service that provides clients with a hassle-free development approval process.

Based in the Northern Territory, the business partnership between Gerard and  Brad Cunnington, forms a locally owned and operated Town Planning company with a focus on the development and prosperity of Northern Australia.

Josh Larder

Josh Larder

Josh joined Cunnington Rosse in 2024 following a position in statutory planning with the Northern Territory Government. Josh completed a Bachelor of Urban and Regional Planning with honours from University of South Australia in 2019. During this time, he also spent a semester undertaking a student placement with the City of Adelaide. After completing the university degree, he commenced his planning career with a move to Victoria and became a planner with the Mildura Rural City Council. In the two years there he gained experience working on a wide variety of development, subdivision and land use applications.

Following his time in Victoria, Josh made the move up north and joined the Northern Territory Government as a planner. Josh spent two years with the Development Assessment Services, working on applications within the rural, remote and Katherine areas.
